After taking time to assure members of the House that the only reason the Capital Outlay Budget (HB 2) was purposely held from final passage during the regular session was due to "technical and legal" issues, Rep. Abramson offered an amendment during the current Special Session which increased spending by at least $22 million! Not one member of the House offered an objection to his amendment. So the bill was passed to include this additional spending that was not originally proposed during the Regular Session.
