LA State Rep. Marcus Hunter (D) Wants To Bring Back Indentured Servitude: HB 708 by Rep Hunter seeks to make severe changes to the TOPS Award Program.
If he gets his way, students receiving TOPS awards will be required to pay back the state by remaining in the state once their award is complete. If they fail to comply with the requirement to remain in the state, they will be forced to pay back the amount equal to one year of the award for each year they are not in the state, for up to four years.
To add insult to injury, not all degree programs would qualify for TOPS awards, if HB 708 passes. Only 4 or 5 star rated jobs, as determined by the Unelected Louisiana Workforce Commission, will qualify for the award. All other interested parties, need not apply.
You gotta admit...that’s one way to guarantee a workforce!
So, there it is – education truly has been replaced by Workforce Development. Democrats and Republicans alike are working to supply our children as human capital to the business lobby.
