PLEASE, GET AS MANY OF YOUR CONTACTS TO CALL THE GOVERNOR TODAY TO ASK FOR A VETO OF HB 887.
HERE ARE MORE REASONS FOR THE GOVERNOR TO CONSIDER:
1) IT IS UNCONSTITUTIONAL
Our state constitution states:
"The State Board of Elementary and Secondary Education...shall supervise and control the public elementary and secondary schools and special schools under its jurisdiction..."
HB 887 states:
"the school shall be independent of the control of the state superintendent and of all local and state education boards except its board of directors."
2) HB 887 CITES STATUTE THAT DOES NOT YET EXIST
HB 887 states:
"preference shall be given to students with the greatest need based on the criteria specified in R.S. 17:1972(1) as determined by the board."
The statute does not currently exist. It was repealed in 2013:

So, unless there is another RS 17:1972(1), we are back to the serious concerns with the definitions created in this bill. Parents should know that, if they assume their child could not, under any criteria, be considered to be "having the greatest need," the statute 17:1972(1) provides no protection for their child, as the statute ("at risk" definitions) is being created with this bill.
