Even though Governor Bel Edwards has not yet signed HB 887 into law, THRIVE FOUNDATION is already included in the Capital Outlay Budget bill being proposed as HB2 in the 2016 Second Extraordinary Session of the Louisiana Legislature:
According to the June 2015 financial report from Thrive Academy, Thrive Foundation was created to construct the facility to house Thrive Academy. The Academy will then RENT the facility from the foundation. Are taxpayers being asked to fund the construction and then pay rent to use the building we funded?
The report states that the academy loaned $500,100 to the foundation for expenses related to the construction of the facility. This is the same amount that the foundation is requesting from taxpayers in HB2 for expenses related to the construction of a new facility. Is the foundation asking taxpayers to pay back their loan to Thrive Academy?
